We recognize and seek opportunities for collaboration, consolidation and cooperation among the layers of governmental entities in the state of Ohio. We aim to identify efficiency opportunities and provide much needed best-practice research, trend analysis, implementation support and training for our clients. We understand the fiscal constraints in the public sector and we have designed our terms of engagement with clients with that in mind. Who We Are
Public Performance Partners is led by President and Chief Executive Officer Hugh Quill, the former director of the Ohio Department of Administrative Services who also served as Montgomery County Treasurer for thirteen years.
As a public servant and manager for most of his career, Quill has overseen many of Ohio’s state government back office operations, undertaken significant procurement reform initiatives at the state and local level and directed the consolidation of government functions. Quill’s 25 years of public service have allowed him to establish relationships with key business and government leaders across Ohio. He has also built a network of subject matter experts on various issues of interest to public enterprises which are reviewing and implementing ways to cut costs without harming direct service to constituents. In building and operating P3, all of these relationships and networks are a valuable resource.
Some of the expertise Public Performance Partners can bring to your organization include:
- Public sector management
- Information technology
- Public sector procurement
- Benefits administration
- Collective bargaining
- Crisis management
- Real estate and planning
- Ohio public construction laws
P3 engages this subject matter expertise to help public clients research, analyze and set forth specific recommendations based our clients’ needs. We recognize the procedural, political and budgetary complexities inherent in public sector projects and we will work to develop practical solutions that can be successfully implemented.
Our recommendations will be written with a view toward exploring a broad range of approaches and solutions to complex public policy problems. We know one size does not fit all. On a project by project basis, P3 will work with clients to deploy technical and policy experts and business and community leaders where appropriate.
